The Sanggunian, being the legislative arm in the local government unit (LGU) plays a crucial role in human resource management (HRM) and organization development (OD). From determining the positions and approving the structure of the LGU to ensuring that these are backed up with appropriations, the Sanggunian wields such vital power that can determine the fate of the LGU.
Through the years, numerous challenges were encountered including creation and abolition of positions in the LGUs, concurrence of appointments of department head positions, delineation of functions between the executive and legislative in terms of HRM and OD, among others. With the issuance of Executive Order (EO) No. 138 on the Full Devolution of Certain Functions of the Executive Branch to Local Governments, Creation of a Committee on Devolution and for Other Purposes as a result of the Mandanas Ruling, as well as the issuance of the Index of Occupational Services (IOS) for LGUs and CSC MC No. 12, s. 2022 (2022 Guidelines and Standards on the Establishment of Organization Structures and Staffing Patterns [OSSP] in LGUs), various queries from HRM officers and members of the Sanggunian surfaced.
To address these concerns and in keeping with the CSC’s role as the central human resource institution of the government, a Forum on Civil Service Matters with Members of the Sanggunian will be conducted.
This Forum will take a closer look on these issuances and focus on the Sanggunian’s role in ensuring that the LGU has a well-established organizational structure and staffing pattern that will impact on the way the LGU delivers its services to the people.
